Project Update: Phase 4 Elgin Promenade
May 12 Committee agenda will receive Report CW-02-20 which sets out the intentions for the last phase of the multi-use pathway connecting Brant Street to the Centennial Multi-Use Trail.
This final segment of the Elgin Promenade represents a key link in vital east west pedestrian corridor that ties the heart of the downtown to the broader community. It represents the city’s vision to increase walkability and mobility in the downtown and it contributes to building a healthy and vibrant city.
Report sets out considerations around purpose, design, site constraints, traffic interactions (parking & cross overs) and project schedule. Funding was sourced from one-time federal gas tax transfer and assigned to this project in 2019.
Project scope: The success of this project will be constructing a 4m wide pedestrian facility that is uninterrupted by cars (except at intersecting streets). The design will include a 3.6m clear path of travel for safe movement of pedestrian and cyclists.
Next steps on engagement: Before June, staff will host a design session, open to project stakeholders and members of Council, in order to complete the conceptual design for the area behind 431 Pearl St.
To date a number of stakeholders have participated formally and informally in the engagement process, including; Residents, Council, Burlington Downtown Business Association, and Advisory Committees.
Final step on design is a submission to the Burlington’s Urban Design Advisory Panel for review. Design is 60% complete as of report date.
Project Schedule: Elgin Promenade construction is anticipated to start in spring of 2021.
